The first level of response involves a formal diplomatic warning, to be issued within 24 hours of a confirmed violation. Should violations persist, a coalition of willing nations would be activated. This coalition includes:

If the situation deteriorates further following the initial warning, leading to a major escalation, a military response could be authorized.
