Zelensky imposed sanctions against Rosatom: who the restrictions affected
Ukrainian President Volodymyr Zelensky signed decrees imposing new personal and sectoral sanctions against 35 individuals and legal entities associated with the state corporation 'Rosatom' and energy companies of the Russian Federation. The relevant decision was made by the National Security and Defense Council of Ukraine on August 8. This is stated in the decrees of the head of state No. 594/2025, No. 595/2025, as well as in the statement by the president's representative for sanctions policy, Vladislav Vlasyuk.

Who the sanctions affect

Vlasyuk explained that the sanctions cover 18 individuals and 17 legal entities involved in attempts to integrate the Zaporizhzhya Nuclear Power Plant into the energy system of the Russian Federation, participating in the seizure of the Chernobyl Nuclear Power Plant, manufacturing and servicing dual-use nuclear equipment, as well as exporting enriched uranium through subsidiaries in Europe.

Among the key figures on the list are Mykyta Konstantinov, Deputy General Director of the 'Rosenergoatom' Concern, as well as the companies Uranium One Holding N.V. (Netherlands), Rosatom Finance Ltd (Cyprus), and 'Kirov-Energomash' JSC (Russia).

'The expansion of sanctions pressure on 'Rosatom' is an integral part of the fight to limit Russia's access to critical nuclear technologies and funding.'
- Vlasyuk added.

It is noteworthy that on August 3, Zelensky imposed sanctions against the captains of the Russian 'shadow fleet.' On August 4, the president introduced sanctions against 62 individuals and companies involved in the export of stolen grain from temporarily occupied territories of Ukraine. In addition, it concerns illegal extraction and enrichment of minerals. On July 27, the Ukrainian leader enacted sanctions against dozens of individuals and legal entities, including from Russia. By signing decrees on new sanctions, Ukraine continues to strengthen pressure on Russia through restrictions on access to critical nuclear technologies and funding. In addition, the measures are aimed at punishing those involved in attempts to integrate Ukrainian nuclear facilities into the Russian energy system and other violations.
