According to Novyny.live: In Ukraine, a fair recalculation of utility charges for January 2026 has resulted in consumers being spared more than 36 million UAH due to services not being provided. This decision marks a significant move toward ensuring fairness in billing for utilities. The measure comes amid ongoing service disruptions that have affected many households across the country.
According to the data, for January 2026, a total of 36.4 million UAH was not charged for the following services:
- heating supply
- hot water
- water supply
- wastewater disposal
- waste management
In Kyiv specifically, 9.1 million UAH was not billed for water supply and wastewater services. It is also noted that no charges were applied for centralized heating at all. Yuliia Svyrydenko emphasized that
“in Kyiv, due to interruptions in service provision, residents were not billed 9.1 million UAH for water supply and wastewater disposal.”
At the end of January 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 118, which regulates the recalculation of utility charges. A key aspect of this resolution is that suppliers must not include amounts for periods when services were unavailable. As of the second half of March, 579 buildings in Kyiv remained without heating, underscoring the need for the recalculation.
Thus, the recalculation of utility charges for January 2026 represents an important step toward protecting consumer rights and improving the quality of utility services in Ukraine.
