Electronic Referral for the Military Medical Commission

According to Novyny.live: As of 2026, Ukrainian citizens are able to independently create an electronic referral for the Military Medical Commission (MMC, known locally as VLK), yet they cannot cancel it once issued. Individuals liable for military service who are registered must undergo the MMC to assess their fitness for duty. The commission can classify a person as either fit or unfit for service in the Armed Forces of Ukraine (AFU).

Updated Rules for MMC Procedures

Under the new regulations, citizens may be deemed unconditionally fit or fit for service in specific units. Those found unfit are removed from the military registry. Amid the ongoing full-scale Russo-Ukrainian war, conscripts have gained the right to independently initiate their MMC evaluation, which has significantly streamlined the process.

To generate an electronic MMC referral, citizens can use the 'Reserve+' online application. It is worth noting that individuals with a deferment or exemption from mobilization are not required to undergo the MMC, though there are circumstances where it may still be necessary. If a conscript fails to show up for the medical examination on the scheduled date, they have an additional 15 days to fulfill this obligation.

As expert Yuriy Ayvazyan stated, 'It is impossible to cancel a referral to the MMC.'

This underscores the need for a careful approach when initiating the commission process, as the decision made during the MMC can significantly impact the future of the person liable for military service.

The introduction of self-generated electronic MMC referrals marks a major step in simplifying the medical examination process for conscripts. It can reduce administrative hurdles and speed up response times to the needs of the AFU during a prolonged military conflict. However, despite these simplifications, the mandatory nature of the commission remains in place, reflecting the seriousness with which Ukraine approaches military service obligations.
