The government limited the validity period of some deferments from mobilization.

The government of Ukraine published a new procedure for booking deferments from mobilization, according to which deferments issued by the Ministry of Economy and through 'Diia' will expire on February 28, 2025. The Cabinet of Ministers' resolution No. 1332 has been published. According to the new procedure, deferments granted by the Ministry of Economy and 'Diia' are valid for a certain period, but no later than February 28, 2025.

If the deferment periods exceed this date, they will be annulled. The decision to annul must be sent by the Ministry of Economy to the public authorities, as well as to the Ministry of Digital Transformation and the Ministry of Defense.

The new procedure also specifies the conditions for annulment, including the employee's dismissal, closure of a critically important enterprise, or expiration of the appointment period.

Deferments are annulled in the following cases:

• expiration of the deferment period;
• the enterprise fulfilling tasks for the Armed Forces;
• the enterprise losing its critically important status;
• liquidation of an authority, enterprise, or institution;
• dismissal of the conscripted person (except for transfer to another position within the same enterprise);
• suspension of the military person's employment contract;
• failure of the operator of demining activities to carry out mine clearance operations for 6 months.

The resolution takes effect on December 1, 2024, but some of its provisions come into force from the date of publication of the document.

It is reminded that the Ministry of Defense plans to abandon the forced recruitment of citizens for military service and implement new mechanisms. Over the past two months, 98% of the summons for conscription were received by citizens who do not pay taxes and are not registered anywhere.

The Minister of Defense of Ukraine, Rustem Umerov, stated the need to continue mobilization in Ukraine until 2025.
