In Ukraine, approaches to booking have been updated: violations were found in 5% of critically important enterprises.
Abuse in booking was found in 5% of enterprises with critical defense status in Ukraine.
Ukrainian Minister of Economy Yulia Svyrydenko stated that certain enterprises that received critical status were underreporting employee salaries and looking for ways to increase bookings beyond necessity.
'As a result of the audit, we have updated the approaches to booking to avoid the issues that were identified,' Svyrydenko said.
To prevent abuses, the Ministry of Defense and the Ministry of Economy will coordinate sectoral and regional criteria for criticality. Two of the three criteria for obtaining critical status will become mandatory. The average salary of employees must be at least 2.5 minimum wages (20,000 UAH), excluding state and municipal enterprises. Additionally, enterprises must not have tax payment arrears. Monitoring of compliance with established criteria will be conducted quarterly.
'In case of violations, the enterprise must explain the situation. If monitoring shows negative results, the critical status may be revoked,' Svyrydenko noted.
The Vice Prime Minister emphasized that booking will continue to ensure funding and staffing in the army. Only 12% of Ukrainian enterprises have critical status, but they are the main source of funding for the country's defense.
In 2022-2023, booked employees of these enterprises contributed about 67% of the total income of all enterprises in the country, which translated to about 1.2 million UAH in taxes annually per booked employee.
It should be noted that Ukraine is canceling deferrals from mobilization.
