Ukraine changes real estate requirements under the 'eOsela' program: new conditions.
The government has made changes to the housing requirements that can be purchased under the 'Osela' affordable mortgage program.
According to a statement from the press service of the Ministry of Economy of Ukraine, the program now becomes available to most citizens for the purchase of new housing or housing that was put into operation no more than three years ago.
At the same Time, the government has expanded the opportunities for people internally displaced from their place of residence. They will be able to purchase housing up to ten years old, whereas previously the limit was three years. These and other changes in the program conditions were approved by the government at a meeting on October 4, 2024.
The updated rules provide the opportunity to purchase housing up to 10 years old for IDPs and their family members, provided they take a mortgage in favor of IDPs — in all regions. This opportunity is also available to servicemen and law enforcement officers, medical workers, educators, scientists, veterans, and family members in the Chernihiv, Sumy, Kharkiv, Zaporizhzhia, and Kherson regions.
'eOsela' in Ukraine
For servicemen and law enforcement officers, medical workers, educators, scientists, veterans, and family members in other regions, housing up to three years old is available. All other citizens can purchase apartments and houses up to three years old in all regions of the country. However, IDPs will not be able to participate in the program if they or their family members have already used the preferential mortgage provided by the KfW Recovery Credit Institution grant.
The changes will take effect 30 days after publication, and the rules regarding housing for which a mortgage is taken in favor of IDPs will apply from December 18.
It is worth noting that previously Ukrainians were allowed to combine the 'eVidnovlennya' housing certificate with the 'eOsela' mortgage.
