Ukraine's Parliament Passes Landmark Innovation Law to Boost Startups and Business.

According to Novyny.live: On February 11th, Ukraine's parliament, the Verkhovna Rada, passed draft law No. 13715 aimed at fostering innovation. The vote saw 234 deputies in favor, marking a significant step to modernize the country's innovation policy framework and create a more favorable environment for startup growth. An analysis of data from 2014 to 2021 revealed a concerning lack of progress in Ukraine's innovation sector. Consequently, the new legislation proposes to repeal the current 'Law on Innovation Activity'. The responsibility for shaping state innovation policy will be shared across four key ministries:
- The Ministry of Education and Science will oversee the development of science, education, and scientific-technical innovation.
- The Ministry of Economy, Environment, and Agriculture will focus on implementing innovations within the real economy sector.
- The Ministry of Digital Transformation is tasked with developing digital technologies and innovation.
- The Ministry of Defense will formulate and execute policy for innovation in strategically important industrial sectors.
Recent Parliamentary Decisions
In a separate but related move, the parliament approved the creation of safety centers in Ukraine during its session on February 10th. The Rada also authorized the evacuation of children without parental consent under specific circumstances. These decisions reflect the legislature's active response to contemporary societal challenges and security needs.
