Ukraine's Parliament Passes Major Civil Defense Reform.
Ukraine Overhauls Its Civil Defense System
According to Novyny.live: On February 10, 2023, Ukraine's parliament, the Verkhovna Rada, passed a significant piece of legislation, bill No. 13454, to modernize the nation's civil defense framework. The bill received strong backing, with 231 deputies voting in favor. A key provision is the establishment of a dedicated Protective Structures Fund, which will finance the construction and repair of civilian shelters, marking a critical advancement for public safety infrastructure.
New Community Safety Centers
The new legislation mandates the creation of community-based safety centers across Ukraine. These centers are designed to provide a rapid, localized response to emergencies, serving as a vital link in the civil defense chain to improve risk management and population protection. This reform comes as Ukraine continues to strengthen its national resilience and emergency preparedness.
Further modernization includes shifting to a digital, electronic registry for all rescue personnel. This change is intended to streamline management processes and enhance the operational efficiency of rescue units. A new digital system will also be implemented to centralize information on rescue units, ensuring access to up-to-date data and facilitating better coordination during crisis situations.
These comprehensive updates to the civil defense system are considered both timely and essential for improving the safety of Ukrainian citizens.
The adoption of this bill reflects a heightened focus on security matters within Ukraine, particularly in light of the ongoing challenges the nation faces.
The creation of a shelter fund and local safety centers has the potential to substantially improve public readiness for emergencies. It is also expected to foster more effective collaboration between rescue services and communities, representing a major step toward modernizing civil defense infrastructure and enhancing overall population security.
