According to Novyny.live: Ukraine's parliament, the Verkhovna Rada, has passed government bill No. 12353, which establishes a legal framework for the mandatory evacuation of civilians from dangerous areas. The bill was approved in its second and final reading. Deputy Interior Minister Bohdan Drapiatyi stated this move addresses the urgent need to strengthen legal mechanisms for protecting citizens during the ongoing conflict.
Key Provisions of the Legislation
Under the new rules, decisions on mandatory evacuations will be made by military administrations based on submissions from military command. Children must be evacuated alongside their parents or legal guardians. If parents refuse to evacuate their children, the National Police will be authorized to carry out forced evacuation.
