According to ТСН: In Ukraine, elections or referendums can only take place under conditions of complete security, which must be ensured by international partners through pressure on the Russian Federation. Important issues concerning the future of the country cannot be decided unilaterally.

President of Ukraine Volodymyr Zelensky commented on reporters' questions regarding the work of groups preparing for elections after the war.

Who Initiated the Question of Elections

Zelensky clearly pointed out the source of the initiative regarding the renewal of power, noting that the activation of this topic was not an internal proposal.

“The activation of the elections question came from the American side. There were such signals. I have said this many times,” Zelensky noted.

He also noted that two key conditions are necessary for this process to be realized: legislative changes and, above all, security.

Security as the Main Ultimatum

The President believes that international partners should be responsible for security during voting.

  • Power of Partners: The West has sufficient levers to force Russia to cease shelling or to agree on a “ceasefire regime” during the voting period.

  • Infrastructure: Security must be guaranteed for both the presidential elections and the possible referendum.

Referendum on “Sensitive” Issues

Zelensky confirmed that within his 20-point plan, the possibility of holding a nationwide referendum is being considered. This relates to topics that cannot be decided by one person.

“There are some questions, in my opinion, that can only be answered by the Ukrainian people. It is fair that the fate of Ukraine is decided by the people of Ukraine,” the head of state emphasized.

The President also added that while the parliament has tools for decision-making, strategic challenges require direct expression of will from citizens.

Recall that at the beginning of December, in an interview, U.S. President Donald Trump emphasized the necessity to hold presidential elections in Ukraine. According to him, Kyiv “is using the war to avoid holding elections.”

Earlier, the Central Election Commission reported the impossibility of holding elections without changes in legislation.

Thus, the question of holding elections and a possible referendum in Ukraine remains open, and depends on external and internal factors. The willingness of international partners to take responsibility for security is crucial, as stability in the country directly impacts the possibility of realizing democratic procedures.
