Ukraine’s Recovery Is Already Underway: Who Is Funding Energy and Housing Upgrades.
Energy Infrastructure Modernization Projects
According to Espreso.tv: Olena Shulyak, head of the Committee on the Organization of State Power and Local Self-Government, has provided details on initiatives to modernize Ukraine’s energy infrastructure and restore its housing stock. She emphasized that these efforts are already in progress, with housing restoration having started as early as 2022. According to Shulyak, moving forward with recovery is critical because
“Ukrainians simply cannot afford to wait until the full-scale invasion ends”.
Funding and Transparency in Projects
International partners are helping finance the recovery. The World Bank has been involved in funding compensation programs since 2023, while the Council of Europe Development Bank will begin its financial contributions in 2024. Olena Shulyak stressed that
“local communities play a pivotal role in the recovery process”. She also noted that Ukraine is using the DREAM digital system to ensure transparency and efficiency in project implementation, allowing progress to be tracked.
Shulyak highlighted the importance of openness in the recovery process, stating that 'this transparency is crucial for building trust among international partners.' As the country navigates difficult times, modernizing energy infrastructure and rebuilding housing have become top priorities that require active involvement from both the state and local communities.
These initiatives reflect the Ukrainian government’s focus on sustainable development despite the ongoing conflict.
