New restrictions on leaving the country: who will be affected by bill No. 14210.
According to ТСН: In December 2025, new rules for men leaving the country may be introduced according to bill No. 14210, registered in the Verkhovna Rada. This document proposes restrictions for workers in critical infrastructure who have violations of military registration.
What bill No. 14210 proposes:
temporary ban on leaving the country for workers in critical infrastructure who have a 45-day reservation to rectify registration violations;
an expanded list of grounds for recognizing a person as someone who cannot cross the border;
increased control over the use of reservations, so they are not used for vacations or unofficial trips during martial law.
After rectifying violations and obtaining a new reservation, workers will be able to leave the country without additional restrictions.
Documents for men to leave are approved by Cabinet Resolution No. 57, and they are checked by State Border Service employees during border crossings. Representatives of the SBGS have the right to verify military registration documents of men of mobilization age during border control.
During the period of martial law, men aged 18 to 25 who have served under contract can cross the border provided they comply with the rules for crossing the state border and have:
certificate issued by the commander of the military unit or the head of the TCC and SP, indicating information about the conclusion of the contract;
military registration document.
According to recent changes, this provision applies to contracts concluded during martial law for a term of 1 year by citizens aged 18 to 25 (except for officers).
Changes have also occurred in the rules for men aged 18 to 60 who are engaged in the transportation of medical and humanitarian cargo. Previously, carriers could leave the country for up to 30 days by decision of the Ministry of Infrastructure. Now, humanitarian and medical cargo are no longer grounds for departure; only those with other lawful grounds can cross the border.
Currently, the new rules will significantly complicate leaving the country for certain categories of men, especially for those working in critical infrastructure. This is part of the government's overall measures to ensure military registration and control during martial law. As the situation in the country develops, further changes in legislation are possible, but they are always aimed at supporting the security and defense capability of the state.
