Putin Agreed Only to a Partial Ceasefire: What Russia Really Offers

US special envoy Steve Witkoff misunderstood the conditions that Russia proposed for a ceasefire in Ukraine. Dictator Vladimir Putin agreed only to a partial ceasefire.

What Conditions Did Russia Propose for the Ceasefire

The Kremlin aims to seize four Ukrainian regions: Donetsk, Luhansk, Zaporizhia, and Kherson.

Putin offers only a partial ceasefire — a halt to attacks on energy facilities and large cities in the rear, but not a complete stop to hostilities.

'Witkoff doesn’t know what he’s talking about'

The US special envoy suggested freezing the conflict along the current front line in exchange for the lifting of sanctions and new economic agreements with Russia, but Moscow expressed dissatisfaction with such a proposal.

Putin made remarks about the 'peaceful withdrawal' of Ukrainians from Kherson and Zaporizhia, but Witkoff perceived this as a proposal for the 'peaceful withdrawal' of Russians from these regions.

It is also reported that Witkoff and US Secretary of State Marco Rubio have differences regarding Europe’s role: Rubio emphasized the importance of involving European countries in the negotiation process, while Witkoff only wanted to inform Europe about Trump’s plans.

It should be noted that US President Donald Trump proposes a land exchange as part of a peace agreement to end the war in Ukraine, remaining confident that this will benefit both sides. In turn, Ukrainian President Volodymyr Zelensky stated that Ukrainians will not agree to give their land to the occupier.

The conflict between Russia and Ukraine continues, with stakes not just on territorial integrity but also on peace and security in the region. Even ceasefire proposals prove problematic due to the discrepancies in understanding the terms between the conflict parties.
