New Salary Scales for Teachers from 2026

According to Novyny.live: Ukrainian educators will see an increase in their base salaries beginning January 1, 2026. The Ministry of Education and Science of Ukraine is implementing a new compensation system designed to raise earnings across various categories of teaching staff. For example, the minimum total salary for an elementary school teacher, including allowances, could range from 13,935 to 17,870 Ukrainian hryvnias (UAH) by March 2026.

Structure of the New Pay System

Under the new framework, the base salary for a teacher without a qualification category (tariff ranks 10-11) will start at 8,841 UAH. Teachers with the highest qualification category (tariff rank 14) will receive a base of at least 11,755.80 UAH. Additionally, teachers will be eligible for a classroom management supplement equal to 20% of their base rate, as well as a hardship allowance of 2,000 UAH or more per month. In communities near the front lines, this additional hardship payment starts at 4,000 UAH.

Further supplements are planned for years of service and the prestige of the profession. The seniority bonus will be 10% for those with at least three years of experience, and the 'prestige' supplement will be a minimum of 5% of the base salary. Consequently, by March 2026, potential total earnings for teachers will vary by category:

  • Teachers without a category: from 13,935 UAH;
  • Second category: from 15,902 UAH;
  • First category: from 16,887 UAH;
  • Highest category: from 17,870 UAH.

Projections indicate that the average salary for an elementary school teacher in Ukraine will reach approximately 20,000 UAH in March 2026. This pay increase aims to improve working conditions for educators and enhance the profession's status within the country. The reform represents a significant step in the development of Ukraine's education sector, which has faced considerable challenges in recent years.

The introduction of this new pay structure responds to numerous challenges confronting the educational system, including chronic underfunding and low wage levels. Raising teacher incomes could help attract new professionals to the field and retain experienced specialists, which would in turn positively impact student learning outcomes. For the reform to be fully effective, it should be accompanied by improvements to school infrastructure and ongoing professional development for teachers.
