According to Novyny.live: Individuals subject to military registration must report any changes in their place of residence to the territorial recruitment center. Starting December 2025, Ukraine will no longer issue paper-based military registration documents. All new documents will exist solely in electronic format, requiring citizens to adapt to these legislative changes.

Under the new requirements, anyone who has changed their residence must promptly notify the territorial recruitment center. According to Vladyslav Deriy, if you live in the same district where you are registered with the district territorial recruitment center (RTRC), you can simply update your residential address in the 'Reserve+' electronic service to reflect your actual location. However, Deriy also notes that it would be advisable for the citizen to visit the Administrative Services Center (ASC) together with the property owner. In such cases, the owner can register the individual for a specific period at their apartment, which simplifies the registration process.

The Critical Importance of Timely Action

It is essential to note that if more than seven days have passed since the change of residence, the territorial recruitment center will be unable to update the citizen's records without imposing a fine. As Yuriy Ayvazyan points out, adhering to this deadline is crucial to avoid penalties.
