Ukraine's Nationwide Smoking Ban Takes Effect in 2026
According to Novyny.live: Starting in 2026, Ukraine will implement a comprehensive ban on smoking in numerous public spaces, accompanied by fines for violations. This move is part of the country's Law 'On Measures to Prevent and Reduce the Use of Tobacco Products and Their Harmful Impact on the Health of the Population' (Article 13), which specifies the locations where smoking is prohibited. This legislation aligns Ukraine with broader European public health initiatives aimed at reducing tobacco use.
Where Smoking Will Be Prohibited
Under the new regulations, smoking will be forbidden in the following places:
- Dormitories
- Underground pedestrian crossings
- Cultural institutions
- Elevators
- Children's playgrounds
- Hotels
- Medical facilities
- Public transport
- Educational institutions
- Catering establishments (restaurants, cafes)
- Building entrances and stairwells
- Government bodies
- Train stations
- Sports facilities
- Workplaces
The primary goal of this initiative is to protect public health and reduce the harmful effects of secondhand smoke on the population.
Fines for individuals caught smoking in prohibited areas are set as follows:
- 51 to 170 hryvnias for a first offense;
- 170 to 340 hryvnias for a repeat offense.
Fines for catering establishments (like restaurants and cafes) are significantly higher:
- 3,000 hryvnias for a first violation;
- 15,000 hryvnias for repeat violations within a year.
Fines for other public places range from 1,000 hryvnias for an initial violation to 10,000 hryvnias for subsequent ones.
Furthermore, in 2026, the price of a pack of cigarettes is projected to rise by 2 to 3.5 hryvnias due to an increase in the excise tax. These combined changes—new rules, fines, and higher prices—are expected to significantly impact tobacco consumption in Ukraine and contribute to a reduction in its use. This multi-pronged approach is seen as a crucial step toward improving public health and curbing the smoking epidemic in the country.
The introduced changes reflect the growing attention of the Ukrainian government to issues of public health and citizen well-being.
The ban on smoking in public places and the corresponding fines could substantially alter social smoking habits, promoting the formation of a healthier environment.
