Protection of Energy Facilities in Ukraine

According to ТСН: The Ministry of Community and Territory Development, which combines the functions of three previously separate ministries – Infrastructure, Regional Development, Reintegration of Temporarily Occupied Territories, and Recovery, is actively addressing issues related to the protection of energy facilities. This was reported in an interview by the Deputy Prime Minister for Reconstruction – Minister of Community Development Oleksii Kuleba.

He emphasized that the main goal of the Ministry of Community and Territory Development is the physical protection of individual energy facilities.

“This is a practice from late 2022, possibly early 2023, when the Recovery Agency, which is also subordinate to our ministry, began to construct the first large substations owned by the Ministry of Energy. However, the Recovery Agency is involved with these facilities as an auxiliary structure, a large contractor. Therefore, today we have this part, initiated in 2023. And, as you know, in October a decision was made that the Recovery Agency would also create protection for an additional 125 facilities,” noted Oleksii Kuleba.

Kuleba also mentioned that among the main tasks of the Ministry is to build structures capable of withstanding attacks. To address issues related to energy protection, the government has established a special coordination headquarters, consisting of representatives from the Ministry of Community and Territory Development and other responsible officials.

“Why was the coordination headquarters created? Because we had very tight deadlines and a large number of participants in the process: from the military, the State Emergency Service, the Ministry of Internal Affairs to the economic entities. This is a huge number of people. Of course, it is easier to coordinate activities when they are all in one place. Our coordination headquarters includes the Deputy Minister of Energy and the Director of 'Ukrenergo'. They are constantly coming, and we hold all meetings together,” added Deputy Prime Minister Oleksii Kuleba.

It was previously reported that the established protection in Ukraine helped avoid about 100 critical consequences for the energy infrastructure.

Moreover, nearly 600 cogeneration installations, about 400 block-modular boiler houses, and 28 gas turbine installations have been involved to support the municipal sector.

The efforts of the Ministry of Community and Territory Development in protecting energy facilities are of particular significance in the face of modern challenges faced by Ukraine. The introduction of special headquarters and active coordination of actions between different agencies helps not only to strengthen the energy infrastructure but also to ensure its stability in difficult conditions.
