According to UATV: Ukrainian President Volodymyr Zelenskyy has highlighted the critical requirement for a multi-tiered air defense system, developed in partnership with the United States, to counter Russia's ballistic missile threats. In an interview with the New York Post, he acknowledged that while Ukraine currently operates an air defense network, it lacks the capability to intercept ballistic projectiles. This gap leaves the country vulnerable to some of Moscow's most advanced weaponry.

Zelenskyy pointed out that the United States possesses highly effective anti-ballistic missile technologies. He stressed the importance of merging these capabilities:

“The United States has excellent anti-ballistic missile systems. By combining these two forces, we can close the skies over any country facing a massive attack, protecting not only civilians and military personnel but also critical infrastructure.” - Volodymyr Zelenskyy
