President of Ukraine Volodymyr Zelensky in an exclusive interview with Ukrainian media spoke about the conditions for starting peace talks with Russia, presentation of the Victory Plan to allies, and vision of the end of the war.

Security guarantees and strengthening Ukraine before the talks

Zelensky emphasized that before starting any talks, Ukraine must be significantly strengthened. This concerns both military potential and international security guarantees.

"We need a fair result for Ukraine and for the people. It is desirable to be strong thanks to the Victory Plan, enhanced support from the United States, and united Ukrainian society," the president stated.

He emphasized the importance of inviting Ukraine to NATO and providing long-range weapons to deter Russian aggression. According to Zelensky, Ukraine has developed a detailed "deterrence package":

"There is specific math, specific money. Applying this package, if Russia does not stop the war, will lead not just to weakening their defense, but to a significant pause in their ability to restore their military forces," the president explained.

Victory Plan and further steps

Zelensky said he presented the Victory Plan to allies, which includes several key points for strengthening Ukraine. Among them are an invitation to NATO, providing long-range weapons, joint development of minerals, and the participation of Ukrainian military in the defense of NATO countries.

"By November, a fully detailed plan will be ready. Currently, thematic conferences are being held on each point. After this, all documents will be compiled into a general plan, which will be ready for any negotiations," the president noted.

Partners' position on the talks

The president noted that among Ukraine's partners there are different views on the possibility of negotiations with Russia:

"There are countries that support Ukraine just to support it. And there are countries that want Ukraine to win. But the most important thing is that today they are all at the same table," Zelensky emphasized.

He added that some partners are offering their own formulas for ending the war, particularly the countries of the "global south." Ukraine is ready to consider these proposals if they are based on international law.

The role of China and other influential countries

Zelensky emphasized the important role of China in a possible end to the war:

"If China has the desire to end the war quickly, it is able to do so together with other leaders. The United States has this desire, India, I think, is also inclined towards a faster end to the war," the president noted.

He added that economic pressure on Russia from key countries could quickly force it to stop its aggression:

"China, India, the USA, Saudi Arabia can quickly sit down and say: 'For the next six months, we will stop your energy sector, reduce prices for your energy exports. We are capable of doing this,'" Zelensky explained.

Peace Summit and vision of the end of the war

The president spoke about preparations for a possible Peace Summit, at which the Ukrainian plan for ending the war might be presented:

"It is important that we come out of this summit with a result. It must be a strong Ukraine, ready to engage along with representatives of the Russian Federation," Zelensky noted.

Regarding the end of the war, the president emphasized Ukraine's fundamental position:

"In any case, we cannot recognize the occupied territories as part of the Russian Federation. This is one of the most challenging challenges," he emphasized.

Zelensky added an important detail: "As long as Ukraine does not legally recognize various territories as Russian, even a temporarily occupied village will remain Ukrainian."
