Ukraine Overhauls Police Pay Structure Under New Legislation
According to Novyny.live: Ukrainian President Volodymyr Zelenskyy has signed into law a bill passed by the Verkhovna Rada on June 10 that significantly changes how police officers are compensated. The legislation amends Article 94 of the Law of Ukraine 'On the National Police' to establish updated pay conditions for law enforcement personnel. This reform is part of broader efforts to modernize Ukraine’s police force and improve public trust.
Under the new rules, the minimum base salary for a police officer cannot fall below 10 times the subsistence minimum. The overall pay package includes several components:
- base salary,
- supplement for special rank,
- longevity bonus,
- payments for handling classified information,
- additional pay for academic degrees or titles,
- and bonuses.
Bonuses are capped at 30% of the base salary.
Seniority-Based Pay Raises
A major focus is on bonuses tied to years of service, ranging from 5% to 50% of the base salary. The scale is as follows:
- 1 to 2 years of service — 5%;
- 2 to 4 years — 10%;
- 4 to 7 years — 15%;
- 7 to 10 years — 20%;
- 10 to 13 years — 25%;
- 13 to 16 years — 30%;
- 16 to 19 years — 35%;
- 19 to 22 years — 40%;
- 22 to 25 years — 45%;
- over 25 years — 50% of the base salary.
The maximum bonus of 50% applies to officers with more than a quarter-century of service.
The legislation also addresses pay for police officers serving abroad and those temporarily assigned to other government agencies. These changes aim to create a fairer and more transparent compensation system for Ukraine’s law enforcement.
These legislative adjustments to police pay reflect the Ukrainian government’s push to improve working conditions for officers, which could boost motivation and job performance.
By linking minimum salaries to the subsistence level and introducing a clear seniority-based bonus system, the law seeks to elevate the social standing of police officers in society. This represents a key step toward modernizing the law enforcement system and strengthening public confidence in it.
