According to ТСН: President Volodymyr Zelensky first introduced the public to a mysterious peace plan consisting of 20 points.

He noted that this document is a preliminary version of the main agreement aimed at ending the war and includes political arrangements between Ukraine, the USA, Europe, and Russia.

“I think tomorrow we will have the reaction of the 'Russians' after the American side talks to them, and then we will understand our next steps and possible timelines for certain decisions. We are ready to meet with the United States at the leaders' level to address sensitive issues. Matters like territorial issues need to be discussed at the leaders' level,” Zelensky stated.

The President explained that the basic 20 points of the political document may refer to other possible agreements that may arise based on the framework arrangements.

Point 1

The sovereignty of Ukraine will be reaffirmed.

Point 2

A full non-aggression agreement between Russia and Ukraine will be established, providing for the creation of a monitoring mechanism to control the frontline using space-based unmanned monitoring.

Point 3

Ukraine will receive reliable security guarantees.

Point 4

The number of the Armed Forces of Ukraine will remain at 800,000 in peacetime.

Point 5

The USA, NATO, and European states will provide Ukraine with security guarantees in accordance with Article 5.

Zelensky noted that there are sub-points:

  • A. If Russia invades Ukraine, in addition to a military response, all global sanctions against Russia will be reinstated.

  • B. If Ukraine invades Russia or without provocation opens fire on the territory of Russia, the security guarantees will become invalid. If Russia opens fire on Ukraine, the security guarantees will come into effect.

  • C. The USA will be compensated for the security guarantees.

“We just do not understand what this means, and we are raising this issue. Right now it is crossed out,” the president explained.

  • Point D. Bilateral security guarantees are not excluded under this agreement.

Zelensky noted that this refers to the possibilities of bilateral agreements with countries willing to participate in ensuring security.

Point 6

Russia will enshrine the non-aggression policy towards Europe and Ukraine in all necessary documents.

Point 7

Ukraine will become a member of the European Union within a specified timeframe and will gain privileged access to the European market.

Point 8

This point discusses the development of a global development package for Ukraine, defined by a separate agreement on investments and prosperity.

Point 9

Several funds will be created for the recovery of the Ukrainian economy and humanitarian issues with the goal of raising 800 billion dollars through various channels.

Point 10

After signing this agreement, Ukraine will expedite the process of concluding a free trade agreement with the USA.

Point 11

Ukraine affirms its status as a non-nuclear state according to international treaties.

Point 12

Zelensky noted that the issue of the Zaporizhia NPP remains unresolved. At the suggestion of the USA, the Zaporizhia NPP should be operated jointly by three countries - Ukraine, the USA, and the Russian Federation, while Ukraine proposes a 50-50 share.

Point 13

Both countries commit to implementing educational programs that promote tolerance toward different cultures and eliminate racism.

The Most Difficult Point 14 - Territories

The line of troop deployment at the time of the agreement is recognized de facto. Zelensky confirmed Russia's demands for the withdrawal of the Ukrainian Armed Forces from the Donetsk region but noted that a demilitarized zone option is needed.

Also, the text mentions the withdrawal of troops from their side.

Point 15

After agreeing on territorial issues, neither side can change this by military means.

Point 16

Russia will not hinder Ukraine from using the Dnieper River and the Black Sea, a maritime agreement will be concluded.

Point 17

A humanitarian committee is being created to address open questions:

  • Subpoint A - the exchange of all prisoners of war;

  • Subpoint B - the return of all detained civilians;

  • Subpoint C - measures to address the issues faced by the victims of the conflict.

Point 18

Ukraine must hold elections after signing the agreement.

Point 19

This agreement will be legally binding, with oversight of its implementation and possible sanctions for violations.

Point 20

Upon agreement on the deal, a ceasefire will immediately come into effect. Ukraine will conduct ratification of the agreement or a referendum for confirmation.

Earlier, one publication noted that the war could end in 2026, but not in favor of Ukraine.
