In particular, one source in Western diplomacy notes that Russia will only begin to make real concessions at the final stage of negotiations. According to optimistic estimates, this process will take at least a few months.

The Kremlin under Pressure of Time and Economy

Ukrainian observers believe that the Kremlin will not be ready for serious negotiations until the end of winter. This time will be critical due to internal challenges faced by the Russian leadership:

  1. A New Wave of Mobilization: At the end of winter, Putin will have to make an important decision regarding a new wave of mobilization.

  2. Economic Pressure: By this time, the Russian economy will feel a significantly greater burden due to declining oil revenues and the impact of international sanctions.

Moreover, Ukraine's ambassador to the USA Olha Stefanishyna stressed that Ukraine does not consider changing borders. According to her, possible discussions may only relate to technical details of defining the 'line of cessation', and 'changing Ukrainian borders is not a topic for negotiation.'

All this indicates that negotiations on the peace plan may become complicated and lengthy, as significant influences from both internal and external factors are expected.
