Ukraine's Parliament Debates Automatic Asset Freezes for Draft Evaders

According to TSN.ua: Discussions are ongoing in Ukraine's Verkhovna Rada regarding the implementation of automatic freezes on bank accounts and property for individuals who have failed to update their military registration data. Ruslan Horbenko, a member of the parliamentary Committee on National Security, Defense, and Intelligence, emphasized the necessity of such measures to deal with the millions of men currently being sought by authorities. This legislative push comes as the country continues to bolster its defense capabilities against the ongoing Russian invasion.

According to Defense Minister Mykhailo Fedorov, the state lacks information on approximately 2 million people who have not fulfilled their military registration duties, creating a significant challenge for national security. Ruslan Horbenko noted that the proposed system would mean,

"if you haven't updated your data, everything in the financial system gets frozen,"

Fines and Legal Consequences

In Ukraine, individuals who violate military registration rules face fines ranging from 17,000 to 25,500 hryvnias. For repeat offenders, fines can reach up to 34,000 hryvnias. Failure to pay these fines can lead to the blocking of bank accounts and seizure of property if the debt exceeds 160,000 hryvnias. Criminal liability also exists:

• Evading registration can result in arrest for up to 6 months;
• Evading mobilization can lead to imprisonment for 3 to 5 years.

Ruslan Horbenko stated,

"Out of these 2 million, if we find 70%, that would already be good."

The introduction of automatic account freezes aims to increase citizen accountability for military registration and mobilization, which is critically important given Ukraine's current security situation. With such a large number of individuals failing to meet their obligations, the government seeks to prevent evasion and ensure compliance.
