The Ukrainian fuel market is expecting significant changes in 2025 due to a number of new legislative initiatives and tax changes. From January 1, 2025, new excise rates will come into effect, according to which the tax on gasoline will be 271.7 euros, on diesel - 215.7 euros, and on gas - 173 euros.

Experts in the energy sector, particularly Serhiy Kuyn, note that tax increases could lead to price increases of 1.5 UAH per liter. However, the situation may be softened by the current trend of declining world oil prices observed in the market.
The new legislation also introduces regular advance payments for gas stations. Stations that exclusively sell liquefied gas will have to pay 30,000 UAH, while those selling several types of fuel with a gas share of over 50% will pay 45,000 UAH, and for all other cases, a fee of 60,000 UAH is established.
Additional changes will be brought by the law on minimum oil and petroleum product stocks, which will come into effect on December 24, 2023. According to it, market participants will be required to form reserves of 3% of overall turnover, which may affect the final cost of fuel for consumers.
Experts predict relative price stability in December and January thanks to accumulated stocks at lower prices.
As of December 9, average fuel prices in Ukraine show a slight increase: gasoline A-95 costs 55.48 UAH/l, A-92 - 53.06 UAH/l, diesel fuel - 52.02 UAH/l, and automotive gas - 35.55 UAH/l.
