According to Marina Bekalo, 'however, workers at enterprises that are critically important for the functioning of the economy receive a deferral for only a six-month period.'

The list of critical infrastructure facilities eligible for deferrals is defined by Cabinet of Ministers Resolution No. 1109 dated October 9, 2020. The general procedure for deferrals is regulated by Cabinet Resolution No. 76. It is important to note that individuals with a valid deferral are not sent for a military medical commission, in accordance with Cabinet Resolution No. 560.

The Deferral Process and Recent Changes

Starting February 1, 2026, the processing time for deferral applications submitted via the 'Diia' e-service will be up to 72 hours. Applications can be submitted in either electronic or paper formats, making the process more accessible and convenient for all concerned parties.

Furthermore, in March 2026, travel restrictions abroad will be in effect for men liable for military service. These measures are aimed at meeting the state's mobilization requirements, ensuring that personnel potential is retained in strategically vital sectors.
