How Ukraine's Military Service Deferral System Works

According to TSN.ua: Ukraine operates a system to temporarily exempt certain workers from military mobilization, ensuring that individuals whose roles are vital for the state and economy can continue their work. This policy is designed to maintain the uninterrupted operation of government bodies, local administrations, and strategic enterprises. The system is a key part of Ukraine's effort to balance national defense needs with economic stability during wartime.

The deferral mechanism is intended to preserve stability within key institutions. Officials in state and local government bodies are exempt from mobilization for the entire mobilization period. In contrast, employees of critically important enterprises receive a deferral for a period of six months only.

According to Marina Bekalo, 'however, workers at enterprises that are critically important for the functioning of the economy receive a deferral for only a six-month period.'

The list of critical infrastructure facilities eligible for deferrals is defined by Cabinet of Ministers Resolution No. 1109 dated October 9, 2020. The general procedure for deferrals is regulated by Cabinet Resolution No. 76. It is important to note that individuals with a valid deferral are not sent for a military medical commission, in accordance with Cabinet Resolution No. 560.

The Deferral Process and Recent Changes

Starting February 1, 2026, the processing time for deferral applications submitted via the 'Diia' e-service will be up to 72 hours. Applications can be submitted in either electronic or paper formats, making the process more accessible and convenient for all concerned parties.

Furthermore, in March 2026, travel restrictions abroad will be in effect for men liable for military service. These measures are aimed at meeting the state's mobilization requirements, ensuring that personnel potential is retained in strategically vital sectors.

Thus, the system for deferring military service for workers plays a crucial role in supporting the state and economy during mobilization, maintaining a balance between defense needs and economic stability.

The implementation of this deferral mechanism is a significant step for Ukraine as it seeks to ensure stability amid ongoing military challenges. This approach helps preserve skilled personnel in critical economic sectors, which in turn supports state institutions and infrastructure. With the expansion of electronic services like 'Diia,' the application procedure is becoming more user-friendly, which may positively impact the number of successfully processed requests.
