Budget-2025: key indicators for the hryvnia exchange rate, inflation and pensions.
Member of Parliament Yaroslav Zheleznyak revealed the details of the State Budget of Ukraine for 2025 in his Telegram channel.
According to the published data, general fund revenues, excluding official transfers and grants, will amount to 2007.4 billion UAH, while expenditures will be 3643.6 billion UAH. The security and defense sector will be allocated 2223 billion UAH, which is 26.3% of GDP.
419.2 billion UAH is provided to support socially vulnerable citizens, of which 237.9 billion UAH will be directed to the Pension Fund, 127.9 billion UAH to assist low-income families and people in difficult life situations, and 42.3 billion UAH for the payment of benefits and subsidies.
Healthcare will receive funding in the amount of 210.7 billion UAH, education - 169.3 billion UAH. 9.6 billion UAH will be allocated for culture and information space, 4.0 billion UAH for digital transformation, and 14.0 billion UAH for scientific research.
18 billion UAH is provided to support businesses through concessional loans under the "5-7-9%" program and 1.4 billion UAH for grants. Regional support will amount to 12.2 billion UAH in the form of a subsidy to compensate for tariff differences.
It is worth noting that the budget foresees an exchange rate of 45 UAH per dollar, and inflation is projected at 9.5%.
The state budget deficit is planned at 19.4% of GDP. To cover it, external borrowings of 1658.4 billion UAH and internal borrowings of 579.2 billion UAH are planned.
According to Prime Minister Denys Shmyhal, this is already the third budget submitted on Time under the conditions of a full-scale war. The main priority of the budget remains the defense and security of the country, to which all internal resources will be directed. Pension indexation and the payment of subsidies to all those in need are also envisaged.
