Conditions for obtaining a deferment while studying in college

According to Zavgorodniy, only those students who are pursuing a higher education than their previous one have the right to deferment. For example, if a person already has higher education and decides to enroll in a vocational educational institution, they will not be able to count on a deferment.

“If you graduated from university and apply for studies in college, deferment is not granted. It is only possible for those who have only a general secondary education or finished 9 grades and enroll in a vocational school,”
- the Deputy Minister explained.

Deferments for college students

Zavgorodniy noted that most Ukrainians have at least some education: professional, vocational-pre-higher or higher.

“Only a small percentage of people do not pursue any education after school. Therefore, there is no false demand for education for the sake of deferment in vocational training schools,”
- he added.

The main features of vocational education:

  • short training period, usually up to 9 months;
  • mandatory exams and an active learning process;
  • orientation toward a quick entry into the labor market.

According to the Law of Ukraine “On Mobilization Preparation and Mobilization,”

those who can obtain a deferment include:
  • students of vocational (professional-technical) education;
  • students of vocational pre-higher and higher education in full-time or dual forms of study who are pursuing a level of education higher than the previous one;
  • postgraduates and persons enrolled in internships.

These rules regulate educational policy in accordance with the Law of Ukraine “On Education,” where the structure of education levels is detailed. Zavgorodniy emphasized that the purpose of vocational education is to prepare specialists for work, not to create conditions for deferral from service.

In modern conditions, the issue of deferment from mobilization remains relevant, especially for young people planning their further education. A transparent system of deferments can stimulate the acquisition of education while not allowing for abuses of this opportunity. There is a need to develop mechanisms that would ensure a balance between military needs and the educational aspirations of youth.
