Will the Heads of MSEC Be Allowed to Work in the New System of Medical Commissions? MOH Response.
Medical-Social Expert Commissions (MSEC) will no longer have access to work in the updated system of medical commissions. This decision was made by the Ministry of Health (MOH), as reported by the press service of this agency.
Starting January 1, 2025, other doctors working in the MSEC now will be able to apply for work in hospitals under certain conditions. The main criterion for selection will be the conduct of medical practice. This decision is considered necessary by the MOH so that the expertise is carried out by doctors with current medical knowledge.
It is noted that cases already under review in the MSEC will be transferred to the new commissions in line with the queue.
Decisions made by the MSEC until December 31 remain valid. Only those cases that are under investigation by law enforcement agencies or that fall under new requirements defined by the National Security and Defense Council will be reviewed.
We remind you, the scandal with the MSEC began when the head of the Khmelnytsky Regional MSEC Center, Tetyana Krupa, and her son Oleksandr Krupa, who is the head of the regional Pension Fund, were exposed for illegal enrichment. During searches, over $6 million was found. Tetyana Krupa was detained and taken into custody for 60 days.

As a result of this incident, inspections and dismissals of MSEC leaders began. In the Rivne region, heads of seven medical-social expert commissions were replaced following a corruption scandal.
The government approved a plan to combat corruption and other violations among the MSEC.
The President of Ukraine, Volodymyr Zelensky, implemented the decision of the National Security and Defense Council. Its goal is to liquidate the MSEC from December 31, 2024. According to the new decree, the Ministry of Health will develop changes to the legislation regarding the evaluation of a person for grounds of disability. Working groups will also be created to verify MSEC decisions related to establishing disability for officials of state bodies.
