A subsidy can be obtained if:

  • the debt is documented as paid;

  • an agreement on restructuring has been concluded;

  • the debt is contested in court (if there is a ruling to open proceedings).

For internally displaced persons (IDPs) living without a rental agreement, debts incurred before receiving the IDP certificate are not taken into account. The subsidy is granted only for those utility services without debts, which is indicated in the application for assistance. Data on the arrears will be provided by the house manager, the HOA, or the utility service providers.

Citizens with debts are advised to contact the utility service providers to clarify the reasons for the arrears and the conditions for their repayment. This may include checking the calculations or entering into a repayment agreement.

Receiving a housing subsidy is an opportunity to ease the financial burden for those who find themselves in a difficult situation with debts. It is important to comply with all conditions to avoid losing the chance for assistance. Everyone planning to apply for a subsidy should carefully familiarize themselves with all the requirements and prepare the necessary documents.
