The Ministry of Justice explained who does not need to re-register ownership rights for real estate.
According to inkorr.com: Owners of real estate whose rights were registered before 2013 are not required to take any action, as the state has recognized their rights as valid from the moment the new register was launched. However, if desired, it is possible to voluntarily enter data into the State Register of Property Rights free of charge. This was reported by the Ministry of Justice.

Are rights to property recognized before 2013 in Ukraine
As of January 1, 2013, a unified registration system came into effect in Ukraine, under which the old BTI register became an archive, and all rights were automatically recognized as valid. Today, in 2025, this rule remains relevant: no actions are required to confirm ownership rights to an apartment, house, or land plot.
How to voluntarily re-register ownership rights in autumn 2025
For convenience, for example, when arranging a mortgage or notarized transactions, it is advisable to voluntarily register ownership rights. The procedure is free and takes only a few days. Here are the main steps and requirements:
Prepare proof of ownership: title deed, sales contract, inheritance certificate, or other document.
If documents are lost, use extracts from BTI or the old register.
Contact a CNAP office or a notary: usually, this can be done within the region, but for Crimea, Sevastopol, Donetsk, Sumy, Dnipropetrovsk, Zaporizhzhia, Luhansk, Mykolaiv, Kharkiv, and Kherson regions – you can contact any office in Ukraine. From October 13, 2025, this opportunity also extends to the Chernihiv region.
Alternative: apply online via 'Diia' (currently not available for Kyiv, Luhansk, and Donetsk regions).
After submission, you will receive an extract from the register, and the original documents will be returned. This will not only simplify further operations but also protect you from possible disputes, as the data in the digital register is available 24/7.
This story of change began in 2013 when the law 'On State Registration of Property Rights' was adopted, which unified the system and integrated the BTI archives. Previously, registration processes were fragmented and not secure from the risk of fraud. Due to occupational threats and migration, the Ministry of Justice is expanding capabilities: from October 13, residents of Chernihiv can register rights throughout the country, just like residents of other frontline regions.
