The head of the Commission for Regulation of Gambling and Lotteries (KRAIL) Ivan Rudy and commission member Yevhen Yakhniy are suspected of facilitating the activities of Pin-Up in Ukraine. Rudy systematically ignored reports about the Russian connections of this gambling operator. In 2023, the head of KRAIL rejected the question of revoking the license of LLC 'Ukr Game Technology' four times.
The acting head of KRAIL Anna Sdobnova and deputy head of the KRAIL apparatus Hennadiy Novikov sent a report to Rudy mentioning letters from law enforcement agencies containing false information, including about LLC 'Ukr Game Technology'. They proposed to consider the issue of revoking licenses if the data from law enforcement were confirmed.
KRAIL member Olena Vodolazhko four times in August-September 2023 proposed to consider the issue of revoking the license of LLC 'Ukr Game Technology', but Rudy blocked everything.
On August 1, 2023, Yevhen Yakhniy, known to Rudy, called doctors regarding an unknown life-threatening problem in order not to vote for the revocation of LLC 'Ukr Game Technology' license. Because of this, the KRAIL meeting was postponed, and the Pin-Up site continued its operation. - stated in the court's decision.
Cabinet representative Danilo Getmantsev commented on Yakhniy's actions with irony: 'I want to congratulate the most unwell member of KRAIL on their recovery.'
The nominal owner of LLC 'Ukr Game Technology' Ihor Zotyko was also sent to prison. The gambling elite tied to the Russian Federation was arrested in absentia.
The head of KRAIL Ivan Rudy was detained by the employees of the State Bureau of Investigation and the Office of the Attorney General in December 2024. He is charged with aiding an aggressor state and illegal possession of narcotics. During the search, substances similar to narcotics were also found on him.
In January 2024, the National Agency for Corruption Prevention detected signs of corruption in Rudy's actions. He dismissed the head of the KRAIL apparatus out of revenge.
On October 28, 2020, Dmitro Punin, Ivan Bannykov, Oleksandr Matyashov, Maryna Ilyina, and Volodymyr Ilyin - the gambling elite with ties to the Russian Federation - were added to the wanted list of the Ministry of Internal Affairs of Ukraine. Punin's wife Maryna Ilyina and her father Volodymyr were also detained.
Yevhen Yakhniy, a member of KRAIL, was also detained on suspicion of aiding the Russian Federation. According to law enforcement, he, together with the head of KRAIL, had long failed to take action to revoke the gambling license of the company online.
