The Heavy Air Defense Ring Around Moscow: Why Ukraine's Drones Have Not Struck the Capital.
Ukraine's Air Defense Challenges
According to TSN.ua: Ukraine has not launched drone attacks against Moscow or St. Petersburg due to the formidable, multi-layered air defense network Russia has concentrated around these cities. This dense protective ring, which integrates modern anti-aircraft, electronic warfare, and missile systems, presents a significant obstacle for any hostile unmanned aerial vehicles attempting to reach their targets.
Composition and Capabilities of Russian Air Defenses
Russian forces have established continuous radar coverage in certain areas, enabling them to swiftly detect and eliminate drones. To further protect strategic sites like Novo-Ogaryovo and Moscow, special earthen berms have been constructed to enhance the effectiveness of missile systems. Key air defense assets deployed in the region include:
- Tor surface-to-air missile systems (SAMs)
- Pantsir air defense missile and gun systems
In a statement during the autumn of 2025, President Volodymyr Zelenskyy declared: 'If Russia causes a blackout in Kyiv, Ukraine will respond with a similar measure in Moscow.'
This statement underscores Ukraine's readiness for a symmetrical response to adversary actions. Commenting on the situation, Ihor Lutsenko noted that Russian troops are continuously producing and upgrading their air defense capabilities. He also emphasized that Ukrainian strikes on strategic enterprises, such as oil refineries, are crucial for achieving military objectives.
The state of Russia's air defense presents serious challenges for Ukrainian military planners. While Russia fortifies its defensive positions, Ukraine is adapting its tactics to counter emerging threats. President Zelenskyy's warning of a potential symmetrical response indicates that Ukraine is prepared to escalate its actions if provoked, a dynamic that risks further intensifying the conflict. The strategic calculus for both sides involves weighing the high costs of penetrating or maintaining these dense defensive shields.
