PFU requires physical identification for social payments: who should apply.
According to inkorr.com: Citizens who receive social payments and have lived in occupied or frontline territories after February 24, 2022, must undergo physical identification if they have not applied for payment continuation. This was reported by the
Pension Fund of Ukraine(PFU).
Who needs to undergo physical identification to receive social assistance
This
requirement appliesto citizens who receive state social assistance but have not confirmed their right to it since the beginning of the full-scale aggression due to the inability of social authorities to operate in their regions. This applies to:
- persons without a right to a pension;
- people with disabilities;
- citizens receiving care payments;
- persons with disabilities from childhood and children with disabilities.
New ruleswere approved by Cabinet resolutions No. 695, No. 765, and No. 766 in June 2025, which centralize payments through PFU.
Methods of passing physical identification
Recipients can undergo identification in several ways:
- In person at any PFU service center, presenting a passport or other document confirming identity and place of residence.
- Through Diia.Sign, by logging into the personal cabinet on the PFU web portal with a qualified electronic signature.
- By means of video conferencing, registering through the “Application for Identification” service on the PFU portal.
- Abroad - by contacting a Ukrainian diplomatic institution, which will confirm the fact of the person's presence.
Those whose payments were suspended in September 2025 must submit an application and documents to the territorial body of PFU for the restoration or appointment of assistance. This applies to persons who have not updated their data after relocating from occupied or dangerous regions. PFU emphasizes that timely identification will help avoid payment delays.

Undergoing physical identification is an important procedure for receiving social payments, especially for those who have experienced difficulties due to the war. PFU urges all recipients to adhere to the new requirements to ensure the continuity of payments and support in crisis times. Timely identification will not only help avoid delays but also maintain access to social assistance, which is now so needed by many Ukrainians.
