Ukrainian applicants who chose the contractual form can expect grants to cover the costs of studying at the university. As of 2025, the minimum amount of financial support from the state is 17,000 UAH.

This was stated by the Deputy Minister of Education Mykhailo Vinnytskyi at a briefing at the Media Center Ukraine.

Who can receive a grant in 2025

The experimental project of financial support for contract students was introduced by the government in 2024 and continued for this year. It provides for granting young people grants from 17,000 UAH if they score the minimum allowable number of points in the national multi-subject test.

'If an applicant scores 150 or more points in two subjects but enrolls in a contract, they can expect 17,000 UAH in compensation. If they score 170 points in two subjects — then 25,000 UAH', Vinnytskyi stated.

He added that these are the basic amounts that may increase by multiplying by the relevant coefficient (depends on the importance of the chosen specialty for the reconstruction of Ukraine).

In addition, the compensation of the first level (17,000 UAH) applies to students who chose a profession with special support from the state. They only need to score 140 points in two subjects of the national multi-subject test.

'A large number of contract students will receive funds; we predict about 30 thousand such grants. More than half of the entrants will have financial support for their education — both through state orders and grants', the Deputy Minister said.

Grants for in-demand specialties

Compensation of the second level, i.e., 25,000 UAH, is available to students of specific specialties. They cannot expect the first-level grant; they must score more than 170 points in two subjects of the national multi-subject test; otherwise, they will not receive any funds at all. The fields of knowledge include:

  • I1 Dentistry;
  • B11 Philology (except for Ukrainian language and literature, Crimean Tatar language and literature, folklore studies);
  • D Business, administration and law;
  • C1 Economics and international economic relations;
  • C3 International relations;
  • C7 Journalism;
  • J2 Hotel and restaurant management and catering;
  • J3 Tourism and recreation.

It should be noted that the compensation is paid annually throughout the entire period of study at the university under the bachelor's educational program. At the same time, such funding is possible only under a special agreement between the higher education institution and the Ministry of Education and Science.

What else Ukrainians should know

It should be noted that Ukraine plans to update the law on vocational education to promote trade specialties with high salaries. This will allow young people to quickly start their careers without long study periods in universities.

We also wrote about how much, on average, school directors and deputy directors earn. According to Work.ua, the income of teachers is about 35,000 UAH in August 2025. At the same time, such amounts are not always realistic.

The state continues to provide financial support to Ukrainian students who enroll in the contractual form of education. Grants starting from 17,000 UAH can be received by students who scored enough points in the multi-subject test. This program will facilitate greater access to higher education and support young specialists.
