Ukraine has made changes to legislation and regulatory provisions for the development of renewable energy

By 2024, Ukraine has implemented a number of changes in legislation and regulatory provisions regarding renewable energy, which will help reduce the risk of accumulating debts to investors and encourage them to build new energy capacities. This is evidenced by the analytical material of the law firm Asters, compiled by Yaroslav Petrov and Ekaterina Andarak.

Quote: 'It can be confidently said that the changes of 2024 were predominantly positive in nature, brought Ukrainian legislation closer to EU requirements, and implemented long-awaited mechanisms for market development,' experts indicate.

According to them, the National Energy and Climate Plan was approved, which envisions achieving at least a 27% share of green energy by 2030, green auctions were conducted, and guarantees of origin were introduced, which contribute to the development of the renewable energy sector. Moreover, experts note that in December of last year, the National Commission for State Regulation of Energy and Public Utilities established the tariff for electricity transmission services by Ukrenergo at 686.23 UAH/MWh, which is 30% higher than the previous year.

Quote: 'This change is important as, for the first Time in four years, the new tariff takes into account almost the entire volume of special obligations of the NEC 'Ukrenergo', which will help stop the accumulation of debts of NEC 'Ukrenergo' in the electricity market,' emphasize the experts.

Experts expect that in 2025 the efficiency of some mechanisms will improve and the implemented changes will successfully operate, meeting the needs of businesses and the state.

As reported earlier, the debt of the company 'Ukrenergo' to investors in green energy amounts to 22.1 billion UAH. According to GP 'Guaranteed Buyer', significant debts remain unpaid for 2022 - the level of calculations is only 62.2%.
