Updated Rules for Pension Credit Eligibility

According to Novyny.live: Starting in 2026, Ukraine will revise how periods of childcare are credited toward pension benefits. The updated list of individuals eligible for pension insurance while caring for a child includes:

  • parents officially on leave to care for a child up to three years old;
  • individuals caring for a child up to one year old;
  • non-working citizens who provide care for children aged one to three.

The period spent caring for a child under three can be counted toward insurance-based pension credits. However, the required documents for crediting this time vary depending on when the care took place. For periods before 2004, a child’s birth certificate is sufficient. If the care occurred in 2004, an additional certificate from social welfare authorities is needed. For periods after January 1, 2004, verification will rely on data from the Pension Fund database.

How These Changes Affect Pension Payouts

It is worth noting that leave for childcare up to age three is included in both total work history and specialized work experience. Time spent on such leave may also be considered when applying for early or preferential pensions. Starting in July 2026, some Ukrainian retirees will see higher payments. For example, Viktor Shkolyarov received nearly 3 million hryvnias in pension over the course of a year.

These adjustments could significantly impact pension benefits for those caring for children and provide additional ways to improve household financial stability.

The pension credit rule changes taking effect in 2026 may represent an important step in supporting parents on childcare leave. They not only allow childcare periods to be factored into pension calculations but also help improve the financial situation of families that rely on such benefits. Counting childcare time toward pension credit could also encourage greater parental involvement in family care, which has a positive effect on child development.
