According to Novyny.live: Starting in 2026, Ukrainian pensioners aged 80 and above may be eligible for a monthly care allowance of 1,038 hryvnias. This financial support, established under Ukrainian Law No. 1727-IV, is intended for elderly individuals who live independently but require constant external care. This program is part of broader social support reforms in Ukraine.
Eligibility Requirements
To qualify for this supplemental payment, pensioners must meet the following criteria:
- Be receiving an old-age pension;
- Possess a medical certificate from a Medical Advisory Commission confirming the need for permanent care.
Applicants must submit a request to the Pension Fund, providing their identification code, passport, the certificate confirming care needs, and a relevant document from the Pension Fund.
The allowance amount is set at 40% of the subsistence minimum for individuals who have lost their ability to work. With the subsistence minimum rising from 2,361 UAH in 2025 to 2,595 UAH in 2026, the corresponding care allowance increases, offering greater financial aid to those in need. This adjustment reflects efforts to keep social payments aligned with basic living costs.
