The government changes the heating subsidy rules for internally displaced persons: what you need to know.

for the provision of subsidies and benefits for heatingfor internally displaced persons (IDPs). These changes are aimed at preventing the duplication of payments and ensuring targeted support for those who truly need it. This is stated in
Finance.ua.
New rules for providing state assistance to IDPs
Starting from the heating season of 2025/26, new restrictions will come into effect in Ukraine: if a family has already received a one-time fuel assistance from an international organization, no state subsidy for the same need will be provided. However, if the international aid covers only fuel, the family will be able to receive a benefit or subsidy for utilities.
Starting in 2026, subsidies and benefits will be granted only after official confirmation that the family has not received similar international support. These rules apply to all types of subsidies and
benefits for solid fuel, except for those who are entitled to assistance.
Categories of IDPs that will receive additional support
Two categories of internally displaced persons will receive additional state assistance:
- families who have moved from combat zones or lost their homes, and have the right to a subsidy or benefit for stove heating;
- IDPs living in houses with stove heating in Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, and Chernihiv regions.
Payment schedule for IDP assistance until the end of 2025
The allocation of funds will be carried out by the Pension Fund of Ukraine. Payments will be made:
- by November 5 — through banks for families who have lost their homes or relocated;
- by November 25 — through post offices;
- by December 5 and by December 25 respectively — for IDPs from frontline regions who have not received international assistance.
In the event that a family receives both state and international fuel assistance, excess funds will need to be returned to the Pension Fund.
Experts emphasize that the new system may complicate checks for applicants but will help avoid abuses and ensure fair distribution of resources. The state is particularly attentive to frontline regions, where due to destroyed infrastructure there is often no access to gas or electricity, and stoves remain the only means of heating homes in winter.
Previously, internally displaced persons (IDPs) in Ukraine received
a new support tool: a one-time payment of 2000 UAH after six months of continuous work.
Thus, the new measures aim not only to meet the needs of internally displaced persons but also to optimize the circulation of financial resources. Under the new rules, anyone in need of assistance will be able to receive it without unnecessary difficulties, which is particularly important for numerous families who have lost their homes and sources of income due to wars.
