According to inkorr.com: On September 30, Odessa experienced a record amount of precipitation - 94 mm in a day, with 73 mm recorded in the second half of the day. The Hydrometeorological Center of the Black and Azov Seas issued a third (red) level of danger. Leading meteorologist Olena Tarnavska noted that this is the second highest figure in the history of observations, after the record on September 20, 2016, when 113 mm was recorded. As a result of the disaster, nine people died, including an entire family of five, while two others died of natural causes, as found in the autopsy. During the downpour, over 380 people were rescued.

On October 12, Gennady Trukhanov was the first to report possible termination of Ukrainian citizenship, stating that this issue will be considered by a commission under the president. On October 14, Volodymyr Zelensky signed decrees on the termination of Ukrainian citizenship for Gennady Trukhanov, former MP Oleg Tsarov, and ballet artist Sergey Polunin. The Security Service of Ukraine reported that the decision is based on collected evidence. According to the SSU, Trukhanov holds Russian citizenship and a valid foreign passport of that country, issued on December 15, 2015. Copies of these documents are in the possession of the special service. Trukhanov insists that he does not have Russian citizenship and describes the decision to terminate his Ukrainian citizenship as 'falsification'. He plans to file lawsuits in the courts of Ukraine and the European Court of Human Rights.
