Expert on the evacuation of Kyiv: the likelihood of a scenario without electricity is extremely low.
The energy situation in Ukraine
According to TSN.ua: Energy expert Gennadiy Ryabcev expressed his opinion on the extremely low likelihood of evacuating Kyiv in conditions of no electricity and heating. He noted that organizing such an evacuation in the current circumstances is practically impossible. This information became relevant against the backdrop of President Volodymyr Zelensky's announcement of a state of emergency in the energy sector of Ukraine.
The situation in Kyiv, according to Mayor Vitaliy Klitschko, is very difficult. He emphasized that the problems with heating and electricity in the capital are the most complex in all four years of the war. In such conditions, expert Gennadiy Ryabcev believes that the likelihood of a scenario for evacuation is 'extremely low.' He added that in case of a critical situation, this is much better than evacuating people from their homes to an unknown destination.

Thus, the energy situation in Ukraine, and specifically in Kyiv, remains tense, but experts believe that a complete evacuation of the city is unlikely.
State priorities in the context of the energy crisis
Given the current energy crisis caused by military actions and infrastructure destruction, it is important to understand that ensuring the livability of cities remains a priority for the state. The authorities are working on finding solutions to improve the situation with energy supply, but the difficulties facing Kyiv may impact recovery plans.
In this context, the statements of experts emphasize the need for adequate crisis plans for the population to avoid panic and maintain order during possible emergencies.
