How IDPs Can Access Retraining Support Through Government Vouchers
According to Novyny.live: In 2025, Ukraine launched a retraining initiative offering internally displaced persons (IDPs) vouchers worth up to 33,280 hryvnias to help them switch careers. The program targets those struggling to find suitable employment. So far, 5,430 displaced individuals have taken advantage of this opportunity—yet this represents less than 0.12% of all officially registered IDPs across the country. For context, millions of Ukrainians have been displaced due to the ongoing war, making this a critical but underutilized resource.
Eligibility Requirements and Available Fields of Study
IDPs of working age who are not registered as unemployed are eligible to apply for the voucher. The goal is to equip people facing difficult circumstances with new skills and improve their competitiveness in the job market. Once approved, recipients have 90 days to sign a contract with an educational institution.
The program covers training in several in-demand professions, including:
- psychologist
- driver
- nursing
- public administration and management
These fields were selected based on labor market needs, aiming to give IDPs qualifications that employers are actively seeking. Authorities hope this initiative will improve the socio-economic situation of displaced persons and support their integration into new communities.
This voucher scheme is part of broader government efforts to assist IDPs facing job-search difficulties. While uptake remains low, the program could still be a meaningful step toward helping displaced Ukrainians adapt to new economic realities. Future measures may include awareness campaigns to better inform IDPs about this opportunity and encourage wider participation.
