Digital Military Records Now Standard in Ukraine: Key Changes for Citizens.
Ukraine’s Shift to Electronic Military Records
According to Novyny.live: Starting in December 2025, electronic military registration documents have become the primary form of identification for Ukrainian citizens who are registered for military service. This change is part of a broader reform of the military registration system that has been underway in recent years. Previously, all military records existed only in paper form: conscripts held registration certificates, while those liable for service could have temporary IDs or traditional military ID cards.
Primary Digital Documents
The main electronic military record is now the 'Reserve+' mobile application. Additionally, a document generated through the 'Diia' online portal also qualifies as an official electronic military record. It is important to note that generating a document via 'Diia' does not trigger any notification to territorial recruitment centers (TCCs).
