According to UATV: The European Union is formulating a proposal for Ukraine to achieve a form of 'partial' membership ahead of completing all required reforms. This initiative outlines five key steps to serve as the foundation for this plan. Political analyst Yaroslav Teleshun emphasizes that Ukraine must still navigate the full candidate process and implement a series of reforms to meet EU standards. This discussion occurs as Ukraine continues its defense against Russian aggression, adding urgency to its European integration path.
Preparatory Measures for Accession
A central aspect of the preparatory discussions involves potentially opening 2-3 negotiation clusters, which would provide Ukraine with a clearer understanding of the specific requirements it must fulfill. President Volodymyr Zelenskyy has stated his belief that Ukraine will be 'technically' prepared for EU accession by 2027.
However, Yaroslav Teleshun expresses skepticism about whether the European Commission or members of the European Council would endorse such an approach.
Frankly, I am not particularly convinced that the European Commission or members of the European Council will agree to this approach,he noted. The analyst further stressed that
once Kyiv completes the entire list of homework assignments we face in the context of reforming the governance system, that will be the first clear signal for Brussels to admit Ukraine as a full-fledged EU member.
