The 'European Defense Projects of Common Interest' Initiative

According to Espreso.tv: To strengthen the military capabilities of European Union member states through joint development of defense systems, the European Commission has introduced five major initiatives under the 'European Defense Projects of Common Interest' (EDPCI) framework. These projects require active involvement from participating countries, aiming to enhance regional security. This effort is part of a broader push by the EU to foster greater collaboration in defense manufacturing and strategic autonomy.

The European Defense Industry Programme (EDIP) has a total budget of €1.5 billion, with €325 million specifically allocated to support these new projects. On December 8, 2025, the Council of the European Union formally approved the European Defense Industry Programme for the 2025–2027 period. A dedicated support mechanism for Ukraine, worth €300 million, is a key component of this program.

Key Focus Areas for the New Projects

The priority areas for these initiatives include:

  • Unmanned aerial vehicles (UAVs) and counter-drone systems,
  • Maritime and seabed defense,
  • Space-based technologies,
  • Air and missile defense,
  • Strengthening security along the EU’s eastern flank.

On average, 18 member states are involved in each project, and Ukraine has joined four of these five initiatives.

These new projects underscore the European Union's commitment to advancing a common defense policy and intensifying cooperation among member states in the face of modern security challenges.

The proposed projects could significantly impact the EU's defense capabilities, particularly amid growing threats from third countries. Ukraine's inclusion not only bolsters its own defense capacity but also deepens its collaboration with European partners.
