EU Will Not Deport Ukrainian Men of Military Age, Commission Confirms.
The Status of Ukrainians Abroad
According to TSN.ua: The European Union will not forcibly return Ukrainian men eligible for military service to Ukraine. This position was confirmed by EU Commissioner for Home Affairs, Ylva Johansson, during discussions on the situation of Ukrainians who fled abroad following Russia's invasion. The war has created a complex humanitarian and legal situation for millions of displaced Ukrainians across Europe. In an interview with Czech Radio, President Volodymyr Zelenskyy also shared his perspective on the citizens who were compelled to leave their country due to the conflict.
Departure Statistics
Data indicates that since the start of Russia's full-scale invasion, approximately 540,000 men of conscription age have left Ukraine. Of this number, an estimated 470,000 departed legally, while at least 70,000 left through unofficial channels. In connection with events in the autumn of 2025, it was recorded that around 78,000 men aged 18-22 left the country.
Czech Foreign Minister Jan Lipavský noted that Prague does not support draft evaders, emphasizing the importance of adhering to laws and regulations. Ylva Johansson also stressed the EU's support for those who wish to return to Ukraine voluntarily, stating that the bloc is ready to discuss the best ways to facilitate this process with the Ukrainian government.
"We must understand that the war has brought us grief."
Volodymyr Zelenskyy
This situation highlights the difficult position of Ukrainians who fled abroad due to the war and their desire to eventually return home. The European Union is demonstrating a readiness to support these individuals while coordinating matters related to the legality of their stay outside Ukraine. This presents a significant challenge for the Ukrainian authorities, who must find balanced solutions for their citizens in the context of the ongoing war.
