The government extended the identification for social assistance: who is granted until November 2025.
According to inkorr.com: The Cabinet of Ministers of Ukraine decided to extend the term of physical identification for recipients of certain types of state social assistance until November 1, 2025. This was reported by the
Pension Fund of Ukraine.
This decision is formalized by decree No. 1219 dated October 1, 2025, "On Amending Certain Resolutions of the Cabinet of Ministers of Ukraine on the Payment of Certain Types of State Assistance".
Who is affected by physical identification for social assistance
The initiative concerns citizens who, before the full-scale invasion, remained registered with social protection authorities in temporarily occupied territories or in areas of active hostilities. This refers to those who have not submitted applications for the continuation of payments in safer regions since February 24, 2022.
Recipients of the following types of state assistance are required to undergo physical identification:
- persons without pension rights;
- people with disabilities;
- persons with disabilities since childhood;
- children with disabilities.
The extension of the term is explained by the necessity to take into account the real living conditions of citizens who, during the war, cannot personally contact social protection authorities. This decree ensures the continuity of state support payments until the opportunity for personal identification arises.
Why physical identification is needed
Physical identification is necessary to confirm the identity of recipients and to prevent cases of misuse of funds. This procedure is usually carried out in banks or at authorized social protection offices at the actual place of residence.
The government reminded that payments will not be stopped until November 1, 2025, even if recipients have not yet undergone identification. However, after the specified date, without identity confirmation, funds may be temporarily blocked.
This initiative from the Cabinet of Ministers is an important step in ensuring continuous payments of state assistance, considering the difficult conditions many citizens find themselves in due to the war. The extension of the identification period provides an opportunity for people experiencing this crisis not to lose social support.
