Some citizens in Ukraine can retire earlier due to double insurance experience. This rule applies to those working in harmful, dangerous, or extreme conditions. This is explained by the Pension Fund of Ukraine.

According to the legislation, each year of work in harmful, dangerous, or extreme conditions is counted as two. This mechanism of double experience serves as one form of social protection, allowing citizens who have worked in difficult conditions to retire earlier.

Retirement rules

The issue of double experience is regulated by Article 24 of the law “On Mandatory State Pension Insurance”. In 2025, the minimum insurance experience required for retirement depends on the age and year of retirement. To retire at 60 years old, one needs at least 32 years of experience.

This figure is increased annually by 12 months to reach 35 years by 2028. For citizens with less experience, the pension may be awarded later:

  • 22 years of insurance experience – to retire at 63 years;
  • 15 years of experience – to retire at 65 years;

Types of work that qualify for double employment record

Double experience for pension purposes is credited for certain types of work. The list includes:

  • particularly harmful working conditions related to high levels of noise, vibration, toxicity, radiation;
  • underground work in mines, pits, and underground communications;
  • in medical institutions with increased risk levels (psychiatric institutions, infectious disease hospitals);
  • some types of military service (in combat conditions, ATO, and other particularly dangerous tasks);
  • work that falls within an emergency zone;
  • work under extreme climatic conditions (in highlands, the Far North);
  • work at sea related to long voyages.

Confirmation of the right to double insurance experience

To confirm the right to double insurance experience, it is necessary to submit to the Pension Fund of Ukraine a package of documents including:

  • the employment record book with entries confirming the position held and periods of work;
  • a certificate from the employer confirming the specifics of the work performed;
  • extracts from regulatory acts or other documents if the working conditions changed during this period.

It should be noted that due to the increase in the minimum wage and subsistence level in Ukraine from January 1, pensions will be recalculated. This pertains to those receiving minimum, maximum pensions, as well as payments linked to the minimum wage and supplements for length of service.
