Qatar handed over to Ukraine lists of missing military and letters from prisoners.
Ombudsman for Human Rights Dmytro Lubinets reported that thanks to Qatar's mediation, it was possible to obtain lists of missing servicemen and letters from Ukrainian prisoners of war to their relatives. He also noted that he discussed the possibility of accelerating the process of prisoner exchange with the Russian Federation's human rights commissioner Tatyana Moskalkova.
The Coordination Headquarters for the Treatment of Prisoners of War released another 95 Ukrainian defenders from captivity on October 19. The Institute for the Study of War indicates that the control of the Armed Forces of Ukraine over part of the Kursk region prompted Russia to more frequent exchanges of prisoners of war with Ukraine.
Unfortunately, there is an increase in cases of execution of Ukrainian prisoners of war. This may be caused by orders or encouragement from Russian commanders. It should be noted that the occupiers again violated the rules of war by shooting nine Ukrainian soldiers in the Kursk region. A pre-trial investigation has also begun into the murder of four captive National Guard fighters near Selydove.
