According to Novyny.live: In June 2026, residents of Kyiv started receiving new bills for heating services that were supposed to have been settled back in January 2026. This has sparked outrage among consumers who already paid those charges, only to see duplicate invoices land in their mailboxes. The utility company Kyivteploenergo explained that the additional charges could only be issued after the Cabinet of Ministers approved a specific calculation algorithm.

Capital Residents Voice Their Complaints

What exactly are Kyiv dwellers upset about? Many have taken to Kyivteploenergo's Facebook page to express their frustration, pointing out that they received no prior explanation for the extra fees. Company representatives stated that January 2026 bills were not issued earlier simply because there was no legal framework in place to calculate them at that time.

Why did the January charges surface only now? The Cabinet of Ministers' Resolution No. 683, passed in early June 2026, finally gave the company the green light to recalculate. As a result, 99% of consumers—over 1 million apartments—received fresh invoices. The total discount that residents had been expecting amounted to more than 720 million hryvnias.

Kostiantyn Lopatin, an energy sector expert, noted: 'The past heating season was the most challenging in the history of the capital.'

This remark underscores the gravity of the situation and the difficulties Kyiv residents face with heating services. The public backlash highlights a pressing need for greater transparency and clearer communication between service providers and their customers.
